July 3, 2009 the State Duma approved the third reading the draft federal law, which amends articles 17.1 and 53 of the Law on Protection of Competition.

The bill expands the list of entities with which contracts for the conversion rights of ownership and (or) use against the state or municipal property, may be entered without bids (tenders or auctions). These include state and municipal agencies, as well as non-profit organization created to form associations and unions, religious and community organizations, attorneys, notaries, chambers of commerce and industry, educational institutions.

The bill extends until July 1, 2015 without the possibility of re-bidding of lease agreements with small and medium business, pre-1 July 2008.

Also, one of the provisions relates to immovable property, rights in respect of which terminated in connection with the demolition or reconstruction of buildings. Real estate, the right to be provided shall be equivalent to previously available on a number of conditions.

To increase the transparency of procedures from 1 January 2011 information about bidding or auctions for the right of conclusion of contracts will be posted on the official website dedicated to posting information about the bidding process in the Russian Federation.

These changes are aimed at strengthening the socio-economic policy of the state and protect the interests of state or municipal agencies financed from the budgets of the respective levels. The adoption of the bill would create favorable conditions for the realization of social policy, support for small businesses, said the Federal Antimonopoly Service.
