Ministry of Economy of Ukraine proposes to introduce a term of the license import to Ukraine of raw sugar cane within the tariff quota - 60 days from the date of its signing, but no later than 31 December of the year in which it was issued within the tariff quota. Ministry explains that the law of Ukraine “On the Establishment of a tariff quota for import to Ukraine of raw sugar from the cane” in pursuance of the commitments made under the WTO, introduced a tariff quota for imports into Ukraine of raw sugar from cane in the amount of 260 tons at the rate of import duty amounting to 2% of customs value. In this regard, the Cabinet of Ministers dated November 12, 2008 № 1002 approved the Procedure for the distribution of tariff quotas for imports into Ukraine of raw sugar from cane, according to which the import of raw sugar within the tariff quota is carried out under licenses issued by the Ministry of Economy and that 2009-2010. tariff quota is allocated among countries postavschits proportional to the volume of shipments over the past three years, when the import of raw sugar was carried out within the quotas.

Pursuant to the provisions of the Ordinance to determine the licensing procedure for the Ministry of Economy issued an order dated January 20, 2009 № 15 “On the procedure of issuing licenses for import to Ukraine of raw sugar cane within the tariff quota, which establishes that the design License along with the application of foreign economic activity shall submit the original certificate of origin issued by the competent authorities of the country of origin. The duration of the license installed before 31 December of the year in which it was issued, within the tariff quota.

Economy Ministry notes that the certificate of origin requires the expenditure of time and for that the exporter must apply to the competent authorities of the country of origin (export) of goods prior to the submission of the application.
